Matrix Scenarios-errors????????????

Jason another few fixes I found as needed are:

1. On one of my PC's the Edit OOB does not work I have reinstalled it several times and have the correct patches and it is still on XP. Strangely though it works fine on my laptop. As it just goes off into never never land without an error code I cannot even tell what might be causing the conflict.

2. THe spotter aircraft act like trucks and cannot reviel enemy units you just know something is in that hex.

3. If you have road on the same hex as a rail road track it becomes an inpassible hex for the train.

Just some minor things for version 3 patch.
