Campaign system idea for discussion.

I've downloaded the ROQC materials and am looking through them. We are discussing how they might be married to the Op CM campaign that was envisioned from the very start.

Op CM is continuing to undergo testing of the rules and the admin process to make it all happen. I think the ROQC system may make that easier than the previous way we were trying to have things happen.
