Correct - say the assault is forest and the assault mechanism calls for the attacker to attack the defender and the defender to attack the attacker. As both take place in forest then the forest is a non factor in the equation.

OK so the thinking behind this is that if the assault is from a clear hex into a forest hex the fighting actually takes place in the defenders forest hex and so no side gains an advantage from the terrain.
