I had the same issue, I think, with one of my computers at work. I had to mess around with the graphics card settings and find the sweet spot with reguards to performance over image quality. I can't remember what slider I messed with but it was an easy fix. Had nothing to do with resolution, might have been something with the openGL if memory serves me correct. This was with XP but problem sounds the same.
