My strategy (assuming my AA assests are going to be used in primarily an AA role) has always been to put AA guns in rough terrain. Gives them some cover from planes and from any ground units that happen into their LOS, but there's no overhead obstructions. Never tested the effects of rough on picking up targets, though - my assumption has always been that it's better than putting them in trees...
