I think it only affects the LOS range.

It's quite possible for a low SP infantry unit to be sitting somewhere back at the limits of LOS and stay concealed for several turns. It depends how many of your units have reciprocal LOS....if its only the one, then you're probably trying to roll a 1/10 chance every turn to spot it. So anyways, some miserable infty unit has LOS, which allows a powerful enemy unit to roll into range, blast you, and scoot away. Painful :(
