1. I never thought the anti cheat thing was a good idea just for these reasons.
2. Most people I know including myself seldom get time to finish a turn without saving it and coming back later. Sometimes numerous times as "she who must be obeyed", has moments of high maintenance.
3. The only real way to stop cheating is not allow for any replay of a turn at all, 1 shot one go and you can save as many times as you want but you cannot rewrite or overwrite a file once started.
4. My PC sometimes locks up (usually do to lack of memory from all that porn that is playing) and then what? Is that a restart and cheat?
5. I can always reload the whole turn and start fresh.
That having been said, we are all supposed to be ossifers and gentlemens. Cheating only serves the person doing so and if that person has no honor and needs to cheat to prove something to themselve so be it. We all know already who we don't play. I don't care if I am first on the ladder or last as I play for the enjoyment of a good fight and would hope the rest do too.
Based on all this I don't think that technically you can prevent cheating so why bother to try.

Well said, in a large scenario I must save and return to the game up to 15 times per turn, depending on the needs of my 2 year old, my dogs and "she who must be obeyed" (in that order) so I can't see any problem with saving the game mid-turn. If any one wants to cheat - let them, they will be found out eventually.
