Certainly, this isn't being done to introduce more "realism" into game play. IMO, variable visibility ONLY introduces one more luck element... and reduces CS weather to a very "gamey," unrealistic representation that completely wrecks competent scenario designs.
Please, just eliminate variable visibility.
