Yes. But it might still be wise to look at the statistics in the scenario depot columns. Numbers tell you more than people's opinions.

Here is a statistical example:

Campaign Series
Scenario - Tank Graveyard at Minsk
Historical Date - 02-07-44
Game - EF2
First side - Allies
Second side - Axis
Size Mod - 3
Turns - 18
First side wins - 205
Second side wins - 206
Draws - 64
Win % - 50
Tested H2H - No
Amount of times played - 475
Rating balance - 4.41

This is a perfect illustration of a game that is well balanced for PBEM and has a lot of play. I would look carefully toward the amount of game reports followed by win % and then by "rating" for balance. There are some "gems" that are well balanced by win/loss reports but are rated poorly for balance/enjoyment.

As Herr Huib points out, the numbers do tell the tale?
