I was going to answer your question but since you specifically addressed it to Glenn, then I will not answer. ;)
Seriously though, where is the "save as" selection you are referring to? If you are talking about "save as" in the file menu that that does nothing other than save the OOB file name "as" something of another name. If you used this feature then all you did is save an OOB named "21cm Morser" into the nationality folder that you are trying to create this unit for.
All you need to do is put in whatever value you want in the boxes and then type in a name where the component name drop down list is. This name can be whatever you want but it should have characters which do not violate filename conventions since this name will be the name of the .bmp file that it uses for the unit's portrait. There are some tricks to the component / filenames, but I would just avoid all that by keeping the names simple.
Once you have the name and values that you want, in the "Org/Unit Dialog" box, then simple press the button at the bottom that says "Save". Once you do that, the unit will show up in the component list FOR THAT NATIONALITY. You will need to "Save" each one to other nationalities if you want them to show up for them as well.
The OOB editor does have a help file that states most of this information, although I admit that it is the bare minimum information available.
