odds question-- Armor shooting from a town or village hex

I recall Jason explaining that armor firing from a village or city hex will suffer a penalty.

Could someone please confirm that this penalty is standard with the JTCS version & is completely separate from the EA rules.

Setting: Say you have a tank unit, enough points for 1 shot & there is a road that runs through the village.......

Would be best to drive outside of the village to make your shot provided it was safe to do so?
