Help !!

When building a Scn does any replacement value you set in the OOB editor overide the recovery rate set in the PDT ?

For example if for instance the Allied recovery rate in the PDT was set to 10% and in the OOB editor a specific Allied division had a replacement level of 5% how does it work ?
