I think that at this point in the war, the Germans were largely building VG divisions from remnants of shattered divisions as a core with the remainder comming from hastily/poorly trained troops. I doubt if they were seen as good combat units on the whole. Now I am sure that ther are some exceptions. It probably also had to do with the weapons that were available as well, a couple of captured AT guns and artillery would not lift my spirits to fight well.
