I'm using alt. scenarios. Just looked in the scenario editor, and the tactical nukes limit for NATO is -3. IIRC, that means NATO has a limit of 3 tac nukes, but has to wait until WP fires first.
That would seem odd, since the only weapons I have been using, are chemical weapons, both NP and P.
Or is that also a trigger for tactical nukes?

I will try rephrase my question.

1. Can a bridge, built by an engineer, cross a water hex? or is it only pontoon bridges?

2. are there any difference between moving over a pontoon bridge (built by an engineer) and an ordinary bridge (built by an engineer), such as movement cost? or is the only difference that a pontoon bridge can be built over a water hex.
