A WAPA divisional recon battalion will typically have 2 companies of BRMs/BMPs (w. BRMs carrying radars and BMPs doing the physical scouting plus perhaps a platoon of tanks as well (PT 76s in older days, most likely some kind of MBT type in the 80s)) and a company of BRDMs. The reason the BRM unit is not amphibious might be that they have a bunch of non ambhibious MBTs tagging along (ie not PT 76s). The units respectable HA rating (18) might be due to this.
