Do you have to be certified in some fashion to host a tournament?

How does one get their tournament placed in the "Important Threads" section of the Blitz?

Does one need to make contact with a Blitz official outlining tournament parameters prior to advertising the tournament on a first-come, first serve basis in the regular thread section?

How does one get their tournament listed in the "Tournament" section under "G-3 OPS"?
