Missing turns
I have no idea if this could work but would it be possible to do something like each player bids the number of turns they are prepared to rest and the loweris the number of turns that get missed. However in that time fatigue goes down and replacements arrive etc. This might solve the Southern Front quiet periods that I think Krak was mentioning.
