The complaint from the masses was that this gun was used for both AT capability and indirect fire, but you can't have both effectively, so the approach is to keep the regular rating for indirect against soft attacks, and have the AT ratings with a range of 1 for hard attacks -- which makes them kind of a dual role weapon.
