Does rotating your units cause them to become spotted?

I just conducted a test using EF scenario one.

Russians spotting. First I rotated the German units. Never were spotted.

I would of said that changing status of digging in would cause a unit to be automatically spotted.

I did it once when the Russians were in LOS but didn't have OP fire and they were not spotted during the replay. I did it again when the Russians had OP fire and just as soon as I hit the shovel button they started firing.
