I would highly recommend HPS's Midway (and NWS has the best deal I could find price wise). It is a real time game though...but you can adjust the game speed and pause.

Another great naval game covering Dreadnaught thru 1950 tactical naval combat (currently no naval air component) is WCNAW (Warship Combat: Navies at War). It is produced and sold thru NWS and I love this game! It is turn based.
