I have often wondered where "Hard" becomes "Soft" and whom exactly are the "Other"?

Obviously a significant difference between a PZ V and an Armored Car or some lightly armored mobile Guns. At what point does "Hard" become "Soft"?

I can assume that everything that is not "Hard" or "Soft" becomes "Other"?
