Anything armored or re-inforced like a bunker is considered hard.Soft is usually infantry,trenches ect.Many a time AA has saved me from infantry attacks and were quite frequently used against the infantry when not defending against aircraft.20mm and 40mm AA guns were devasting to infantry and lighter armored vechicles.If there close enough to the front to be spotted then you might want to place them back farther and place a unit near them to shield them from being spotted first.But to answer your original question I always use my air support against hard targets unless there are only soft targets available.
