I don't think deleting the image from Picasa deletes the image from the computer, since I think Picasa is more like an organizer for the images it finds on your drive. I could be wrong, however, since I don't use it, but I've used some like it. I would suggest deleting something you know you don't want and then checking on your drive to see if it's still there.
