Actually, these things cannot be rules - it's impossible. But they can be guidelines or precepts under which all visitors to a particular site can be expected to conduct themselves. After all, very few of us "own" the site. It's as if we're in someone else
's home. Simple recommendations to comport oneself appropriately - it's a privilege to be here, not a right. And we shouldn't be surprised if we're asked to leave if we bother other guests. Just my two cents.
