Here's my take on Explicit Supply:

Unit shoots, there's a 20% chance that they need to draw supplies from a valid supply unit at the beginning of the very next turn. If they can't, then they're low on ammo.

Unit moves, then at midnight there's a 20% chance that it needs to draw supplies from a valid supply unit. If it can't, then it's low on fuel.

In either event, any unit that is low on ammo or on fuel may resupply at the beginning of any future turn, so long as they are within range of a valid supply unit.

So Glenn, when playing with explicit supply rules, is it fair to say that the only function HQ units have is their affect on Disruption recovery?
