Sorry I've been out of the loop for at least a year so maybe I'm missing the obvious.

Looks like the infantry are motorized unit which should not be able to enter rough terrain. Command them to "go on foot" and they can move.

The tanks are tracked and stuck.

The pdt for both types in rough terrain is zero. They should not be there.
I do not see a problem to do a temporary fix by opening the scenario in the editor and moving these two units to (219,140).
