Okay some points
First you are talking about setting up battles where both players let the AI do the purchasing.

@gunslinger you therefore get what you are given on or offbard arty as it decided.

@roman cheating I am assuming you are saying player 1 could leave his set to human while changing player 2s to AI.

A couple of things
1) Unless he spends ages on the purchase it will be pretty obvious due to the way the AI buys stuff cycling through it that it was not an AI purchase.
2) You dont trust them enough to set the game up correctly so you are going to play in basic security & let someone else set it up?
Sorry you just said you dont trust them yet you are happy to play in basic security that makes no sense.

Just set it up in whichever security you prefer no need for a 3rd player.

These sort of battles are good fun in my opinion though sorting what you are actually in charge of can take a while due to the way the AI purchases stuff.
