That would indeed be true...there would be, of course, a turn limit - although it would be set pretty high to give the players time to kill off each other. If the turns played out, then you'd probably have to revert to a score...though I don't know if the standard SP spreadsheet would work well.

Maybe, and I welcome comment on this, the map should be rather small compared to the purchase points value. That would increase the killing, decrease the total turns, and wouldn't give a player so much area to hide in. Thoughts?

IMP - Vesku is correct, I wouldn't have the IA involved at all. The players choose their forces individually. That's the no holds barred part - you can buy whatever you want, as many as you want, and deploy them how you want. If you want to buy all Tiger II's, you can...If you want to buy all snipers, you can.
