Hey CW,

Look under header HQ-Command & go to rules of engagement.

Yes this is great place to find PBEM opponents.

Most folks have updated to JTCS version of CS. Their might be a few who still have both loaded. If not, you should consider getting the JTCS version as the 2 are not compatible and the JTCS has many new updates.
