HPS NRC rule question/comment

Can someone please explain this sentence, found in the Melee Modifiers section in the NRC rules? It sounds like self-contradictory gibberish to me:

• Routed and Isolated units have their defending strength divided by 2. However, units which are Routed and Isolated defend with a strength of 0.

I imagine it might be that it ought to read:


Routed or Isolated units have their defending strength divided by 2. However, units which are both Routed and Isolated defend with a strength of 0.

But I will have a look and see what I can find out on my own, and assuming it might be nothing at all -will go get a company man to come in and give you an answer, Liebchen (and mind you I know enough German to feel ... well, funny when writing that line ).
