OOB Errors in scenario database?

Have come across a few cases of playing scenarios from the database here where OOB's have been incorrectly formed, i.e, where a Division HQ is misplaced and doesn't give any support to the other units, thus causing a lack of supply to the units.
Wonder how many occurences of this others have had?
A bit frustrating when halfway through a scenario, one discovers the incorrect oob organisation finishes off any chance they have of getting a result?
Perhaps stock scenarios need be checked out for such errors?
