Visibility under various weather conditions?

I like the idea of varying visibility and changes in ground conditions due to changing weather conditions.Not so much in small scenerio's but larger ones are better suited to it.Just another unkown that commanders may have to deal with.So if it can be done fairly and is an optional rule I'm all for it.
