I dont have that particular scenario going,but the Nebelwerfers are in an Korps troops organization,therefore only another unit from the Korps troops can spot, not a unit from the actual Korps.

ie XIII Korps Troops contains the Nebelwerfers,but they cant fire in support of XIII Korps.

So its an OOB issue...
