New Kharkov '43 Campaign Variants

Note to self NEVER rush a release. Indragnir who has been one of the testers for these campaigns has just pointed out that I have inconsistently released troops in a number of the scenarios. This unfortunately was a late change just before release and my personal quality control was awry.

So though only small changes, the error around unreleased units would have a big impact so we have updated the files.

Apologies for any that may have started games.
