going to need a little more info. I think this means I cannot start blasting away on turn one (set up area) but can drop smoke anywhere/anytime and on turn 2 pre plan strikes to drop in 5 mins or more?????

No,you cannot start blasting on turn 1.That's the general unwritten rule not only in this tournament,but in all games :)
You can start issuing arty calls from turn 2.This doesn't qualify as pre-planned drops.
