Yes, they are correct, it does work. Here is how to get it:
On the final page of a Matrix Games forum thread, found here:

There is a download link by Arkady to get the zip files:

You can pull that down and unzip it to this location on your machine (basically wherever the Tools folder is located on your local machine):
C:\Matrix Games\John Tiller's Campaign Series\Tools\JTCS_Unitviewer

I have attached that zip file to this message as well. Thanks guys, I missed having this on my machine!
