Not sure that I understand your point; as far as I know "Locking Zones of Control" is off by default, and with this setting you can move from enemy ZoC to ZoC IF there is already a friendly unit in the hex you are moving to.

I've never turned on "Locking Zones of Control" but from the rulebook my understanding is that the effect is to prohibit ANY movement from ZoC to ZoC, regardless of whether there is a friendly unit in the destination hex.
