No, they are minimizing costs while improving the depth and sophistication of the code in the game engine. It takes time, it takes man-hours. People have to be paid. What don't you get?

I get it completely, just keep rebuilding the same crap over and over. So they will come out with a newer engine and then call it CM3 and release CM3 OVERLORD which will look a heck of a lot like CM2 but maybe run faster and tanks won't spin in place when told to back up.
