You did not show the orders but I can imagine them as just a quick move into the building.

If that is true then this is a bug. I have not seen it often but there is a report of a particular building that has a mismatch between its doors and the pictures of its doors.

The other thing that can happen - but not here - is the terrain can block a door. In which case then it would be a map bug :-)

IMHO if there is a door it should be usable.
