Yes, I have seen them recover as well, but I think a lot has to do with your organization and the original unit quality. If you have a poor quality unit that is broken, and is detached, and its HQ is also broken, never in command, always in T mode, etc, then in that case I think the unit may never recover. This wouldn't be a bug though, because it is intentional that the FWWC series is very strict in regards to chain of command (and its penalties).
That said, if you have a situation where they never recover then by all means send me a test scenario so I can confirm that is what it is (ie. by design, because of abysmal units and a bad state of its chain of command).

Hmm, good question. I have been out of touch with the PzC series lately, since working on FWWC, I will have to look into that and whether it would be be applicable. I assume the most recent PzC has this feature?

I found it. It doesn't appear to be something that is in use in PzC at the moment, but rather a planned feature if I am not mistaken.
I don 't think this fanatical rule would be useful to the FWWC series, unless/until there is Verdun 1916 game, or a title that also cover the Gallipoli campaign (Ottomans would have it there). But there is some time until that ever comes to pass, but yes, once we get to that point I think the rule would be useful in the FWWC series too.
(There is your one hint I guess, the upcoming game will be neither of those).
