One answer found in the manual for the civil war series of HPS/JTS.
I marked the question blue and the answer red.

You would need to test that to see if it in fact translates from the CWB engine to the NB engine - even though they use the same or similar names things don't always work the same way from one engine to the other -especially with the CWB engine. I know that it works that way with hexside impacts and other modifiers.

The phase structure I think is a little different too -not that I know the answer offhand.
