Agreed, it is a great feature that you can change any values you don't agree with and designers often encourage players that have strong feelings against certain values to do just that.

However as DS states you MUST remember what changes you have made to the OOB and not use those values in a PBEM game unless you have prior agreement with your opponent even if you have lowered unit values!

Best practise is to create a copy of the OOB to make your changes in and so keep the original OOB file for PBEM games.
