2&3) In BoN, HQ vehicles and mortars from different companies are assigned to a higher level so they can be combined to reduce clutter (more 2-3 vehicle/gun units would make the game more cumbersome to play, and it would significantly increase German interdiction losses) and make the individual units more efficient. This explanation is in the design notes somewhere. It also makes their size similar to their the actual tank platoons.
