The release % can be less than 100%. When the release is less than 100%, it means there is a chance the unit/formation won't release at the given time, but with FOW on, you won't see the percent chance of release. So I can verify that the release percent is less than 100% and that is why the 21st Pz Div didn't release, but it will pretty quickly, I am sure, based on the set percentage.

No bug, just "poor" luck on your part.
