Well I can say for certain that in the scenarios i have played both the German and Russian cavalry do gain fatigue if you move them at night, just like other units the amount of fatigue accumulated is random from zero up to 35 points (I have never seen 40+), so with a random rule in place it might be that you have been lucky and your cavalry has avoided the worst effects of this rules random effects?
