Artillery plotting

Hey Fellows

Been a while
Updated my CD version to the newest V11 and was playing a little to scrap off some rust


I went to plot some artillery with my FO and got this


 my M37s are on board and can direct fire HE, no problem,  is there something I'm missing as to why I can't plot them to shoot a HE bombardment using the FO?

Did the whole COY sell off their HE and run down to the VAPE store?
Has sPutin Hijacked our HE shipment?

didn't see anything more specific about this in the manual, everyone is in radio contact
is there a range limit? they're only about 15 hexes away..
something else?
