I think it might be safe to assume that most, if not all, of the suitable choices for a PzC titles have been considered. Maybe even some map work was done. When I asked about Zhitomir, there was a map available covering the area that a screenshot could be taken from.

However, as Strela has mentioned a few times over the past five years or so, designing is mostly parttime work next to another job and there are a limited number of teams to work on a project.

Leningrad '41 might be difficult to do as a campaign for several reasons:

-The map would be huge, nearly twice the size of Moscow '42. Maybe Pskov to Leningrad could work.

-Soviet counterattacks could potentially be more powerful than in, say, Smolensk '41 because there is significantly less Luftwaffe support and far fewer mobile units to begin with. In Smolensk '41, at least initially, the mobile units are strategically mutually supporting. That isn't the case for Leningrad, where the race to Daugavpils is on with LVI Panzerkorps whilst XLI Panzerkorps struggles with Soviet counterattacks in a historical situation.

-Naval evacuations or landings with units embarking in on-map ports are, as far as I know, not possible currently.

-It's difficult to create a situation where there will be a stalemate, even with reduced supplies, so it's debatable if the Germans could be halted by E quality militia units and some newly formed D quality Rifle units on the Luga line.

-Balancing the speed of the German advance is tricky, which might cause balance issues with historical Soviet reinforcements. If motorized units would have the increased speed they get in Moscow '42 compared to other titles, they might be too fast or still too slow as the engine allows you to stage effective delaying actions with small units.

-As a standalone campaign, the siege of Leningrad, or the attack towards Leningrad starting from the Luga line might not be very interesting as the Soviets can't really hold their ground in 1941 against concentrated German attacks. During a full campaign, at least you could bleed the Germans dry.
