There's always room for another Napoleonic wargame because none of them have been realistic enough to fill the void in the hearts of grognards. I don't know about the capabilities of UE4 but, making an operational game will take alot of backend coding. Simply a great Napoleonic tactics game could be modelled on Combat Mission x1 with the platoons linking together in a variety of formations. All units would need realtime senses in order to fire on the enemy. Using an Unreal pawn class unit for each platoon (company) formation could speed things up.
So, a tactical level game with maleable (and realistically disorderly) formations that fire in a realistic way (volley by peloton, volley by ranks, battalion volley, fire at will like fools) and do an appreciable amount of damage to their enemies out to 200 meters. Depending on how the player controls his units there should be a command delay with a simple tactical AI that carries out withdrawals, advances, and charges on it's own. The skys the limit until parameters are defined in order to make the game usable and I simply don't know the limitations of UE4 and believe they are very constrictive.
