Hmm, I do agree that artillery has never felt quite right overall. Implementing a change would be very hard from a resource point of view, I imagine. But more so coming up with a reasonably complete and logical flow to it. I will have to give your details some thought, not sure when that will be or if I would have anything further to actually add or state.
And fixing units is just a kludge, as there is no higher level command/control delays that are needed to coordinate things. And also the knowledge of what each side has, to any extent, can allow a player to be more responsive anyway. Your method could force a bit more thought into attacks - I can see at a low level unit going into an ad hoc attack without preparing, reducing its effectiveness. I do see that also impacting the defender but the defender pulling things together more quickly. I see this area being more of an overall combat effectiveness value, with the artillery part just being a piece of the overall calculation.
Thanks for sharing the thoughts. A lot to take in, and definitely not wrong in isolation from the overall combat process.
