Mike is 100% correct with his answer, however most players would consider using a bridge engineer too much of a valuable asset to waste bridging a stream if the scenario you are playing may involve having to bridge a river.

However if the engineers have nothing better to do and the bridge over the stream improves your supply or ability to move forward quickly then why not?
